None of the twelve national environmental quality targets that are followed up at regional level are deemed to be achievable in Jämtland County by 2020 as it was intended when they were set at the turn of the millennium. This is clear from the report that has now been submitted to the government. Three of the goals – Fresh air, No eutrophication and Groundwater of good quality - considered close to being reached within the county. The other nine goals, on the other hand, are deemed not to be achievable with the instruments and resources available today. That nine of the goals will not be reached by the end of the year 2020 has several important causes.
The declining cultivation- and the grazing area in agriculture is negative for the two environmental goals A rich cultivated landscape and A rich plant- and wildlife. Considerations in forestry and the work to protect valuable forests- and marshland is not sufficient at today's rate to reach the goals of Living Forests, Thronging wetlands and A rich plant- and wildlife.
The need for action is very great to reach Living Lakes and Watercourses. However, the development is seen as positive and there is hope that the goal will be reached. However, no time is mentioned and is dependent on greatly increased resources for measures and supervision. In addition, changed policy instruments are needed. Increased resources are also needed for work with cultural environments.
– The report confirms the fears that most people feel regarding developments in the environment- and the climate area, says Helge Jonsson, chairman of the Långå Fisheries Management Area in Härjedalen and responsible for the Långå fishery.
– The ambitious goals have not been given sufficient resources and then you don't get all the way there. This in turn leads to a lack of confidence in society's ability to solve serious problems and crises. By extension, citizens' interest and commitment is at risk. If pessimism spreads, it leads to citizens not caring about development and not realizing the responsibility that each person actually has. We are spoiled by the state and 'society' having to solve all problems for us. We must realize our personal responsibility and adapt our way of life to the framework that nature and the environment allow us.
– This fact alone is a miss, believes Helge Jonsson. For the environmental goals, personal responsibility and room for action should have been made visible and personal commitment stimulated. After all, we are responsible key players in this drama because we are consumers, user, taxpayers and citizens.
